Programme Management Case Study

For the Emergency Social Services the outcome was clear, £2M of ‘Invest to Save’ grant should enable the service to develop new capabilities to make the organisation self-funding within the 2 year life of the grant. That was the Vision and for the council the benefit would be the removal of the annual need to provide £250,000 of funding to top up the emergency social services budget. The problem lay in identifying and implementing solutions that focussed on revenue generation in preference to cost savings.

With the help of external Business Analysts, the emergency social services developed a Blueprint business model that would increase revenue by increasing sales of monitoring services and by gaining a share in external funding through participation in delivering joined-up government services. The thinking was innovative; the need was for help to implement the totality of change envisaged in the Blueprint

As part of a team of Programme and Project managers, SCOLL Methods helped develop a dossier of project definitions to implement the full scope of the Blueprint. The emergency social services projects’ covered new business processes, development of a new entrepreneurial culture, changes to organisational responsibilities, information technology and telecommunications upgrades, building works, database development and collaboration with the local NHS and Police force.

By making efficient, flexible use of MSP and PRINCE2TM project management and adopting a ‘can do’ attitude, the programme and project teams delivered the full content of the Blueprint at slightly under budget and by the cut-off date of financial year end.
